Plan Overview

Napa River Trail at Kennedy Park

The goal of the Community Resources Department is to ensure that the City is able to continue providing high quality parks, park amenities and recreational programs for all of its residents.

To achieve this goal, the Department is developing a new parks and facilities master plan that will assess how current programs, facilities, parks and park amenities meet the recreational and open space needs of Napa residents, and how the Department can best meet the needs of residents in the future.

This plan will include an assessment of the community’s usage, as well as a study of community needs and interests related to recreation programming. The plan will also evaluate the appropriate role of existing facilities and potential special use facilities such as skate parks, golf courses, sports complexes, and community centers in meeting the future needs of the community.

Plan components will include a mission statement, guiding principles or values, a planning framework, and a set of strategies designed to meet the City's desired outcomes.
